First of all, there is no Department of Expatriate Resources in Nigeria.
Secondly, no visa applicant has to pay any deposit when applying for a visa to Nigeria. The visa applicant pays a visa fee (roughly USD 40 depending on which Nigerian embassy handles the application).
Thirdly, note that it is normal practice that the Nigerian employer issues (free of charge) a letter of invitation, which the visa applicant attaches to his application.
Fourthly, work permit applications are done in Nigeria and the related fees (no deposits, no advances) should be paid by the employer.
Do not be fooled into sending any money to anybody in West Africa via Western Union.

It is a very obvious scam – it does not exist for one thing and for the second you are talking about Nigeria – home from home for international scams!
Do not give them any personal details and do not send any money at all! Otherwise you can kiss it goodbye
